Not a wrong observation, although I wouldn’t say the problem isn’t necessarily because of top-down strategy. But they are generally systemic in nature. The problems can arise from incomplete assumptions, poor implementation because of broken feedback loops, or on many cases, just sheer habit of behaviours and choice-making.
